Takahashi Kaito

The Accursed commander of Fort Shen Guo, a stout fortification that commands the main route between Xianese-controlled lands and the Shogunate. Formerly a Xianese soldier, Kaito's loyalty rests with his Great House lord in Kitaminato now, and he vigilantly guards the border against Xianese intrusion. Merchants and travellers often face stiff border fees, but he does not generally interfere with ordinary trade.
